The STR regulation check burying the lead is the real problem with most college town pitches. Operators fall in love with the enrollment gap and the football weekends and skip the municipal code until after closing. The deal dies on a permit cap they could have found in twenty minutes.
In my experience, after reading the ordinances, permits aren’t required. What the ordinance defines as a “short term rental” often is NOT the business operators are in; unless of course they are.
I’ve read way too many of these ordinances over the years. There’s only 3 cities in the world that are truly difficult, and two of those cities are OUTSIDE the United States.
